Notice of Environment Act Proposal
Manitoba Conservation and Climate has received a proposal pursuant to The Environment Act regarding the following operation and invites public participation in the review process:
COCO PAVING CANADA INC. – CONCRETE BATCH PLANT - FILE NO. 6069.00
A notice of alteration is filed by Coco Paving Canada Inc. o/a Russell Redi-Mix Concrete to alter the Environment Act Proposal filed for the installation and operation of an asphalt plant. The alteration is to include a proposal for continued operation of an existing concrete batch plant. Both operations will be located at Parcel “A” Plan 40612 NLTO, in SW ¼ 35-20-28 WPM in Russell, Manitoba. Russell Redi-Mix Concrete will permanently install and operate an Astec Six Pack plant and continue operating the concrete batch plant in the town of Russell. The asphalt and concrete plants are equipped with baghouses that capture potential dust and they produce hot asphalt mix and high-performance concrete for various projects in and around the Russell area.
Anyone likely to be affected by the above operation and who wishes to comment on the proposal should contact Eshetu Beshada, Environmental Engineer, in writing or by email at Eshetu.Beshada@gov.mb.ca not later than June 4, 2021. Information submitted in response to this proposal is considered public information and will be made available to the proponent and placed on the public registry established in accordance with Section 17 of The Environment Act.

Avis de dépôt de projet en vertu de la Loi sur l’environnement
Le ministère de la Conservation et du Climat du Manitoba a reçu un projet en vertu de la Loi sur l’environnement relativement à l’activité suivante et invite le public à participer au processus d’examen :

Coco Paving Canada Inc. s/n Russell Redi-Mix Concrete a déposé un avis de changement à son projet en vertu de la Loi sur l’environnement en vue de l’installation et de l’exploitation d’une centrale de malaxage d’asphalte. Le changement consiste à inclure un projet de poursuivre l’exploitation d’une centrale de mélange à béton existante. Les deux exploitations se feront à la parcelle « A », plan no 40612 du B.T.F.W., dans le quart S.O. de la section 35-20-28 O.M.P. à Russell (Manitoba). Russell Redi-Mix Concrete installera et exploitera en permanence une centrale de malaxage d’asphalte Six Pack d’Astec tout en poursuivant son exploitation d’une usine de mélange à béton dans la ville de Russell. La centrale de malaxage d’asphalte et l’usine de mélange à béton sont équipées d’un filtre à manche à jet d’air qui capte les émissions de poussière éventuelle. Ils produisent un mélange d’asphalte chaud et du béton haute performance pour divers projets à Russell et les environs.
Toute personne susceptible d’être touchée par l’activité susmentionnée qui désire formuler des commentaires sur le projet est invitée à communiquer avec Eshetu Beshada, ingénieur en environnement, par écrit ou par courriel à l’adresse Eshetu.Beshada@gov.mb.ca, au plus tard le 4 juin 2021.
