Notice of Environment Act Proposal

Manitoba Environment and Climate Change invites public comment on the following proposal:

RURAL MUNICIPALITY OF SPRINGFIELD – WELL FIELD EXPANSION – FILE: 6013.10

The municipality seeks to construct three new raw water wells to support a new water treatment plant with a capacity of treating 120 litres per second. The wells will be constructed in two phases. The first phase will include constructing two new wells south of the existing Dugald Well Field on SW 29-10-6 EPM. The existing and two new wells will increase the plant capacity to 80 litres per second. The plant will divert a maximum of 1,200 cubic decametres of groundwater per year. A third well is not proposed to be built at this time. The membrane concentrate and backwash water will be seasonally discharged to Cooks Creek Diversion. The department advertised the water treatment plant proposal (File No. 6219.00) in the past and received public comments.

Anyone likely to be affected by the proposal to construct new wells and who wishes to comment on the additional well information only, should contact Jay Mak, Senior Environmental Engineer, in writing or by email at Jay.Mak@gov.mb.ca no later than Comment Deadline Date May 12, 2025. Information submitted in response to this proposal will be available to the proponent and placed on the public registry per Section 17 of The Environment Act.
