Notice of Environment Act Proposal
Manitoba Environment and Climate Change invites public comment on the following proposal:
CITY OF WINKLER – BIOSOLIDS LAND APPLICATION – FILE: 2708.40
The City of Winkler proposes to land apply biosolids from their wastewater treatment facility that is located at S ½ 22-03-04 WPM and SW 23-03-04 WPM. The City proposes an ongoing program to periodically land apply biosolids removed from the facility to nearby agricultural lands.

Anyone affected by the proposal who wishes to provide feedback should submit their comments using the online form at www.manitoba.ca/sd/eal/registries by July 21, 2025.
Information submitted in response to this proposal will be available to the proponent and placed on the public registry per Section 17 of The Environment Act.

Ville de Winkler – Épandage de biosolides – Dossier: 2708.40
La Ville de Winkler propose d’épandre des biosolides provenant de son installation de traitement des eaux usées située à la moitié sud de la section 22-03-04 O.M.P. et au quart sud-ouest de la section 23-03-04 O.M.P. La Ville propose un programme permanent d’épandage périodique des biosolides retirés de l’installation sur les terres agricoles avoisinantes.

SHUR-GRO FARM SERVICES LTD. – BULK MATERIAL HANDLING FACILITY – SHOAL LAKE – FILE: 6261.00
Shur-Gro Farm Services Ltd. proposes to continue operating its bulk material handling facility located at NW 8-17-23 WPM in Yellowhead Municipality. The development includes a 22.3 m x 11.3 m agrichemical warehouse with 15.24 cm retention curbing, bulk liquid fertilizer storage tanks with a total capacity of 113,900 US gallons and blending capabilities, a dry fertilizer facility with six 200 metric ton hopper bottom bins equipped for blending, and two 30,000 US gallon anhydrous ammonia storage vessels. The facility has been in operation for 40 years.

Le ministère de l’Environnement et du Changement climatique du Manitoba invite le public à commenter le projet suivant:
SHUR-GRO FARM SERVICES LTD. – INSTALLATION DE MANUTENTION DE PRODUITS EN VRAC – LAC SHOAL – DOSSIER: 6261.00
Shur-Gro Farm Services Ltd. propose de poursuivre l’exploitation de son installation de manutention de produits en vrac située au quart nord-ouest de la section 8-17-23 O.M.P. dans la municipalité de Yellowhead. Le site comprend un entrepôt de produits agrochimiques de 22,3 m x 11,3 m avec un cadre de rétention de 15,24 cm, des réservoirs de stockage d’engrais liquides en vrac d’une capacité totale de 113 900 gallons US et des fonctionnalités de mélange, une installation pour l’engrais solides avec six trémies de 200 tonnes équipées pour le mélange, et deux réservoirs de stockage d’ammoniac anhydre d’une capacité de 30 000 gallons US. L’installation est en fonction depuis 40 ans.
