Manitoba Environment and Climate Change invites public comment on the following proposal:
CANADA PACKERS NIVERVILLE FEED MILL – FILE: 6272.00
Canada Packers Inc. proposes to continue the operation of the existing hog feed mill located on Parcel 1, Plan 11869 within SE 31-07-04 EPM, Niverville, Manitoba. The facility, operational since the early 1970s, manufactures livestock feed for Canada Packers-owned hog farms in southern Manitoba. The plant operates 24 hours a day, five days a week, producing on average 600 tonnes of feed daily.

Canada Packers Inc. propose de poursuivre l’exploitation de l’usine d’aliments pour porcs existante située sur la parcelle 1, plan 11869, dans la portion sud-est de la section 31-07-04 E.M.P., à Niverville, au Manitoba. Cette installation, en activité depuis le début des années 1970, fabrique des aliments pour le bétail destinés aux exploitations porcines appartenant à Canada Packers dans le sud du Manitoba. L’usine fonctionne 24 heures sur 24, cinq jours par semaine, et produit en moyenne 600 tonnes d’aliments pour animaux par jour.

DIAGEO CANADA INC. – BOILER REPLACEMENT AND SUBSTATION – FILE: 6265.00
Diageo Canada Inc. proposes to build a 230 kV to 13.8 kV electrical substation and replace the existing gas boilers with electrode boilers at its distillery in the Rural Municipality of Gimli. The development is located approximately 2.5 km north of the town of Gimli on NE 20-19-4 EPM. If approved, construction is anticipated to begin in 2026 and be completed by November 2027. This development is proposed to be powered by the Silver to Rosser tap transmission line, a separate Manitoba Hydro-owned development currently undergoing environmental assessment and licensing.

SIO SILICA CORPORATION - SIMBA SAND EXTRACTION PROJECT - FILE: 6275.00
Sio Silica Corporation filed a new Environment Act Proposal for the installation, operation and decommissioning of silica sand extraction wells within the R.M. of Springfield. The project will use water well drilling rigs to drill extraction wells and install casings to the target sand deposit. Using compressed air, sand will be brought to the surface with groundwater from approximately 61 m (200 ft) below ground surface depending on the formation depth in the area. This will be done at various locations on private land in a stepwise phased approach for an initial period of five years. The water from the silica sand slurry brought to the surface from the wells would be separated from the sand on site, undergo filtration and UV treatment before being returned down the wells. The separated silica sand would be transported to a previously licensed sand processing facility using a slurry transport line operating in a loop system.
