Notice of Environment Act Proposal

Manitoba Conservation and Climate has received a proposal pursuant to The Environment Act regarding the following operation and invites public participation in the review process:

MUNICIPALITY OF NORFOLK TREHERNE – RATHWELL WASTEWATER TREATMENT LAGOON – FILE: 6115.00

An Environment Act Proposal has been filed on behalf of the Municipality of Norfolk Treherne for the construction and operation of a wastewater treatment lagoon to serve the community of Rathwell. The facility would be constructed in NW 8-8-8W, about one kilometre southeast of the community. Treated effluent would be discharged between June 15 and November 1 of any year to a drainage channel leading to the Boyne River. Construction of the facility is planned for the fall of 2021.

Un projet a été déposé aux termes de la Loi sur l’environnement, au nom de la municipalité de Norfolk Treherne. Il porte sur l’aménagement et le fonctionnement d’une lagune de traitement des eaux usées qui desservirait la collectivité de Rathwell. Cette lagune serait aménagée dans le secteur NW 8 8 8W, à environ un kilomètre au sud est de la localité. Entre le 15 juin et le 1er novembre d’une année donnée, des effluents traités seraient déversés dans un canal de drainage aboutissant à la rivière Boyne. L’aménagement de cette lagune est prévu pour l’automne 2021

Manitoba Conservation and Climate has received a proposal pursuant to The Environment Act regarding the following operation and invites public participation in the review process:

RURAL MUNICIPALITY OF ST. CLEMENTS – EAST SELKIRK WATER SYSTEM UPGRADE – FILE: 6114.00

An Environment Act Proposal has been filed on behalf of the Rural Municipality of St. Clements for upgrades to the East Selkirk water system. The upgrades include possible new pumps and other changes to the two existing wells adjacent to the East Selkirk water treatment plant, an expansion of the plant to provide reverse osmosis and nanofiltration treatment, as well as bypass cartridge filtration and increased treated water storage, and a pipeline to provide treated water to a new reservoir at Lockport. Reject concentrate water from the water treatment plant would be discharged to Cooks Creek when ice and flow conditions allow, and to the community’s wastewater treatment lagoon during cold and low flow periods. A concentrate water discharge pipeline to the Red River may be constructed in the future. Construction of the upgrades could begin in 2021.

MUNICIPALITÉ RURALE DE ST. CLEMENTS – EAST SELKIRK WATER SYSTEM UPGRADE – DOSSIER No 6114.00

Un projet a été déposé aux termes de la Loi sur l’environnement, au nom de la municipalité rurale de St. Clements. Il porte sur l’amélioration du réseau d’approvisionnement en eau d’East Selkirk. Sont prévus, entre autres améliorations, l’installation possible de nouvelles pompes et d’autres modifications aux deux puits actuels voisins de l’usine de traitement de l’eau d’East Selkirk, des travaux d’agrandissement qui permettront à cette usine de traiter l’eau par osmose inversée et nanofiltration, qui la doteront d’un système de filtration secondaire par filtres à cartouches et qui accroîtront la capacité de stockage d’eau traitée, et l’aménagement d’une canalisation qui acheminera l’eau traitée à un nouveau réservoir, à Lockport. Les eaux usées provenant du système de filtration principal de l’usine de traitement de l’eau seraient déversées dans le ruisseau Cooks lorsque les glaces et les conditions d’écoulement le permettent et dans la lagune de traitement des eaux usées de la collectivité en période de froid et de basses eaux. Il est possible qu’une canalisation permettant de déverser les eaux usées provenant du système de filtration principal dans la rivière Rouge soit aménagée éventuellement. Ces travaux d’amélioration pourraient commencer en 2021.
